Thank you a lot for your interest in ehcp,
in general, supporting and contributing to ehcp can be done as described in http://www.ehcp.net/?q=node/25

Documentation of ehcp is unfortunately is weak.

As I understand, you are a web designer.
You may do your offer of redesign of panel as follows:
html design of panel can be done using files at templates dir.
directory structure of templates dire should be kept.
just copy for example xp5 to skylerrichter and change files in your new folder.

keep link urls and a few tags such as {selecteddomain}, {ickisim} and so on which are between { and }

You can change whatever else. Look at other templates that most are done by ehcp contributors..
