So how do you know your problems are related to the server or your ISP? Have you ever been able to access traditional ports.

when you use ehcp_yeni.tgz file, you don't need to use additional apt-get commands, you specified.
that installer file handles (as much as we know) required vsftpd settings.
that is new testing file. it should fix vsftpd on all Ubuntu versions, I think.
about port 25 of Isp, consult other forum posts.

I tried using both net2ftp and a normal FTP client on a fresh install in an Ubuntu 13.10 a virtual machine. It worked fine for me. The installer sets up everything for you. You should not run any other custom commands after installation.
Can you connect via an FTP client (such as gftp [ sudo apt-get install gftp ] ) to local host?

That doesn't really help us in identifying your issue. What's not working? Have you looked at the service log files? What error messages are you getting?
If emails are not working, it is because your Postfix isn't properly configured. If your ISP blocks port 25, you'll need to use the submission port of 587 and possibly use relay. I faced this problem in the past too, but I used this blog for help setting up a relay. Most ISPs suck and don't trust you, so you have to work around them.
Here is a blog that teaches you how to properly setup Postfix to send emails if your ISP blocks port 25:
http://www.justatheory.com/computers/mail/postfix-and-comcast.html
Also, everything should be working fine in both normal EHCP and EHCP Force Edition. Force Edition is EHCP with minor changes / enhancements depending on who you ask and what you prefer.
EHCP is awesome stuff!
