File Permissions & Ownership

Lately, I've been having some trouble with uploads to my SMF Forums. I believe it's the fault of SMF's scripts, but is one of their support group members correct in stating that the permissions on the files uploaded to my server should be owned by my Ubuntu user account?

That is fine, but what I am telling you is this. Your ftp server should NOT own your files when they are uploaded. Your account should own the files. Period.

Can you provide any clarification on this?
