chown issues

After uploading files, be it with ftp, included web ftp, ect... file ownership is set as www-data and the files cannot be removed, altered via php, ect... is there a work around for this?

even with included web ftp, uploaded files should have ownership of vsftpd, not www-data
how is that possible ? make sure ..
